While that label was a little more cartoon-ish and that goat was actually smoking a cigarette, it could be they just want to avoid that reference completely. This one is odd in that it was never actually approved and went right to "surrendered" status. My initial take was that they decided to release only Four single-batch beers and baile don this one, but I'd never rule out the TTB makeing a mistake in the status.
