What's wrong with this picture of the Philly Beer Week SEPTA passes?

My cousin (who lives in NY) brought this up at dinner tonight. I strongly suspected that it was NYC, but wasn't 100% sure. Guess they used the stock photo for the sample (let's hope anyhow.)
